Title V Air Permit Renewal - Sweeny, Clemens & Old Ocean

We are renewing our Title V Air Operating Permit for the polyethylene (PE) and 1-hexene units in Old Ocean, as required by the Texas Commission on Environmental Quality every five years. This permit establishes the operating, monitoring, reporting, and recordkeeping requirements required by both Environmental Protection Agency and the TCEQ. This specific permit includes new compliance requirements from a federal rule change and no emissions increase.

Both our PE and 1-hexene units use the best available control technology to control emissions like VOCs. This means we are committed to implementing applicable control technologies to minimize emissions and protect air quality.  

Economic Impacts

Our PE Units, which started up in 2017, created 250 permanent jobs and 6,000 construction jobs. The 1-hexene unit, started up in 2023, added 50 permanent jobs and 600 construction jobs. In 2024, we spent approximately $25.6 million with 72 Brazoria County vendors for operational needs and an additional $540,000 on indirect consumables, totaling $26 million in local supplier spending for the year.

Permitting Process 

The Title V permit was granted in 2019, and we submitted the renewal application in 2023. The draft permit was issued and went through public comment in December 2024. During the public notice period, we received public comments and a hearing request.

A public hearing will be held on May 27, 2025, at 7 p.m. at Columbus Club Hall, 20632 N Highway 36, Brazoria, Texas 77422. The purpose of the hearing is to enable the public to learn about the draft permit.
