The Southeast Texas Chemical Complex sits at two locations, at Port Arthur and Orange, Texas.
STCC Ethylene - Port Arthur, TX
STCC Ethylene (formerly the Port Arthur Plant) was originally part of a larger refinery built by Gulf Oil in 1901. The first cyclohexane unit started operation in 1960, and the ethylene unit came online in 1970. Chevron Corporation purchased the facility in 1985, and the refinery portion of the plant was sold to Clark (Premcor) in 1995. In 1997, the ethylene unit was expanded to world-scale capacity. The facility is located 90 miles east of Houston and 18 miles south of Beaumont, Texas.
STCC Polyethylene - Orange, TX
STCC Polyethylene (formerly the Orange Plant) was built in 1954 as Spencer Chemical Company and began operating in 1955. In 1963, Gulf Oil acquired the facility, integrating it into a larger petrochemical network and expanding its role in chemical and polymer production.
After the 1984 Gulf/Chevron merger, the site became part of Chevron’s chemical operations and continued evolving, particularly in polyethylene manufacturing.
In 2000, Chevron and Phillips 66 formed Chevron Phillips Chemical, bringing the CPChem Orange plant into the joint venture, where it remains a long-standing polyethylene production site today.

Emergency response
The STCC Emergency Response Teams consist of 116 trained employees who support fire suppression, hazardous materials response, medical and rescue operations. These employees take on emergency duties in addition to their full‑time roles and participate in ongoing training to ensure readiness.
The teams also train with and are active members of local mutual aid organizations, working alongside area industry partners and emergency responders to strengthen coordinated response capabilities across the community.
Community Impact
At STCC, being a good neighbor is part of who we are. We support community initiatives and encourage employee volunteerism in areas where we can make a meaningful, lasting impact, such as education and workforce development, health and safety, social enrichment and sustainability.

STCC actively engages with the surrounding community through participation in local advisory groups and stakeholder outreach efforts. These include a Community Advisory Panel, the Chemical Row Near Neighbor Group, the Port Arthur Industrial Group, and similar forums that provide opportunities for open dialogue, transparency, and ongoing communication with residents, local leaders and community organizations.
