    The Chevron Phillips Chemical Sweeny Complex has been in operation since 1944. Located 50 miles southwest of Houston on Loop 419 off Highway 35, the facility is adjacent to the Phillips 66 Sweeny Refinery. The Sweeny Complex is one of the world's largest single-site ethylene facilities, capable of producing over 11 million pounds of ethylene per day.  In addition to producing ethylene and propylene, the Sweeny Complex also has salt dome storage operations at the Clemens Terminal located 12 miles south of the facility.

    Products Produced

    Ethylene - Basic building block for plastics and elastomers, a raw material for chemicals used to make paints, household detergents and antifreeze, and a feedstock for the manufacture of polyethylene, NAO and styrene.
    Propylene - Simple olefin building block used for various plastics and fibers, as a raw material for the production of paints, detergents and resins, and as a feedstock for the manufacture of polypropylene. 

    Old Ocean, Texas

    The two world-scale polyethylene units started up Old Ocean in 2017. Located west of the Sweeny/Old Ocean Administration Building, the new units are each capable of producing 500,000 metric tons – or 2.2 billion lbs – of plastic resin annually. The Old Ocean Rail Operations Facility supports the new polyethylene units with full and empty railcar storage and staging, railcar maintenance, and other transportation functions. At a length of five miles, it has the capacity to store over 1,500 railcars. The new Chevron Phillips Old Ocean Warehouse will serve the ethylene, NGL, and polyethylene units to provide bagging and tagging of daily maintenance, project material, and storage of critical spares, consumables, and tools.
    Products Produced
    High Density Polyethylene - A resin converted into plastic pipe, merchandise bags, milk jugs, food and beverage containers, household chemical and detergent bottles, pails, and drums.
    Low Density Polyethylene - A resin used for high-clarity plastic films, surgical gloves, and food packaging.
    Linear Low Density Polyethylene - The metallocene LLDP focuses on film and flexible packaging applications.

    At Chevron Phillips Chemical, we believe in working safely or not at all. That’s why safety is our top priority at all our facilities. The Sweeny Facility received acceptance to the OSHA Voluntary Protection Programs (VPP) Challenge in 2016. VPP is OSHA’s four stage process which officially recognizes voluntary efforts to reach excellence in safety and health.
    Our company creates products and services that make life better for people around the world - both today and tomorrow. As a matter of policy, Chevron Phillips Chemical strives to manufacture, handle, transport and dispose of its chemical products 100 percent safely. 
    Community Involvement
    Chevron Phillips Chemical’s Sweeny/Old Ocean Facilities actively supports the local community:  
    • Texas Alliance of Miniorities in Engineering (TAME) presentations to local 8th graders to help build a better understanding of engineering.
    • Chemistry Week presentations to build awareness of chemistry and how it is used in our everyday lives.
    • County Fairs to help provide educational support to children involved with fair associations.
    • Junior Achievement of Brazoria County to help inspire students to be successful.
    • United Way of Brazoria County and Matagorda County to help improve the education, income, and health of the local community.
    • Provides donations to three local hospitals to help provide high-quality healthcare to our employees, their families, and the surrounding community.
    • Supports environmental initiatives like Friends of Brazoria Wildlife Refuges, Friends of the River San Bernard and Texas Adopt-A-Beach Clean Up.

    Academic Support
    Chevron Phillips Chemical believes in supporting educational initiatives to help foster interest in the fields of science, technology, engineering and mathematics (STEM), as well as other educational endeavors to strengthen the local industry. Academic support includes:

    • Annual scholarship funding to Wharton County Junior College and Brazosport College. 
    • Donation of $30,000 to support Brazoria County Petrochemical Council’s $1 million dollar donation to the Crafts Academy at Brazosport College.

    Employees Give Back
    The employees at the Sweeny/Old Ocean Facilities donate more than 800 hours of their time each year to give back to the community. In addition, they partner with local Food Banks throughout the year to help families who are dependent on food pantries to keep food on the table. They also sponsor children in the CPS system during Christmas to ensure each child wakes up with presents under their tree.
